In response to recent tragic incidents, the Oyo State House of Assembly has called on the Executive Arm of Government to introduce regulations for large public gatherings, particularly those with over 500 attendees, to ensure safety and prevent future disasters.
The move follows a deadly stampede at a children’s funfair in Ibadan on December 18, 2024, which claimed multiple lives, mostly children.
Hon. A.O. Babalola (Ibadan North-East 1) spearheaded the motion, titled “Need for the Executive Arm of Government to Regulate Large Public Gatherings to Ensure Safety and Prevent Tragic Incidents.” It was co-sponsored by Speaker Rt. Hon. E.A. Ogundoyin (Ibarapa East) and several other lawmakers.
The Assembly expressed deep sorrow over the incident and acknowledged the state government’s quick response in providing medical aid to victims. However, lawmakers stressed the need for stricter oversight, better inter-agency collaboration, and proactive safety measures.
They noted that poorly planned events without adequate venue selection, crowd management, and emergency preparedness significantly increase the risk of disasters.
The motion also referenced similar incidents nationwide, including the December 21, 2024, stampede at a charity event at Holy Trinity Catholic Church in Maitama, Abuja, which killed at least ten people, including children. On the same day, a food distribution event in Okija, Anambra State, resulted in 22 fatalities. These tragedies underscored the urgent need for regulatory measures across Nigeria.
As part of their resolution, the House urged the Executive Arm to enforce strict safety standards before approving venues for events expecting 500 or more attendees.
Additionally, lawmakers called for collaboration with the Ministry of Health to establish and implement guidelines on crowd management, emergency preparedness, and general safety measures for event organizers.
They emphasized that events involving minors should require permits from relevant authorities and urged law enforcement agencies to ensure compliance with safety regulations.
Furthermore, the Oyo State House of Assembly Committee on Women Affairs and Social Inclusion was tasked with working alongside relevant ministries to develop practical steps for implementing these measures and improving oversight of public events.
